IL CONTINUUM DELL’EMERGENZA. CRITICITÀ STRUTTURALI E MUTAMENTI NEL SISTEMA DI ACCOGLIENZA PRIMA E DURANTE LA PANDEMIA DA COVID-19

ABSTRACT. Con il seguente contributo si intendono presentare alcune riflessioni – indubbiamente preliminari e alle quali dovrebbero seguire ulteriori approfondimenti etnografici – sugli effetti che il frame dell’emergenza ha avuto sul sistema di accoglienza. Attraverso un excursus storico teso a mostrarne gli sviluppi dagli anni novanta ad oggi e una particolare attenzione emica alle esperienze delle lavoratrici e dei lavoratori dell’accoglienza, verrà messo in luce il fatto che, in questo contesto, gli effetti della crisi organizzativa legata alla pandemia da Covid-19 risultino in un more of the same per un contesto di politiche e pratiche già incentrato su principi emergenziali. Solo riflettendo in modo critico sul continuum dell’emergenza sarà possibile oltrepassare le criticità e le impasse insite nel sistema di accoglienza. ABSTRACT. The following contribution is intended to present some reflections – undoubtedly preliminary and to be followed by further ethnographic studies – on the effects that the frame of the emergency has determined on the asylum and reception system. Through an historical excursus aimed at showing its development since the Nineties and a particular attention to the experiences of the reception workers, it will be highlighted that, in this context, the effects of the crisis caused by the Covid-19 outbreak are, actuality, the outcome of policies and practices already grounded in an emergency approach. Only by reflecting critically on the continuum of the emergency will it be possible to overcome the critical issues and impasses inherent in the asylum and reception system.
